Functions and Organization

FUNCTIONS OF REGIONAL OFFICES:
1. Serves as the technical staff of the Regional Development Council (RDC) in the region;
2. Provides staff assistance to the RDC in the coordination of plan formulation and implementation at the regional level;
3. Provides staff assistance to implementing agencies in the region in identifying and developing programs and projects;
4. Evaluates and reviews proposed regional programs and projects for consideration by the RDC;
5. Monitors and assesses project implementation in the region; and
6. Coordinates with regional offices of other departments and agencies and with the local government units in the region in the performance of their assigned tasks.

FINANCIAL AND ADMINISTRATION DIVISION (FAD)
1. Provides support services relating to personnel and staff management, records management and related activities;
2. Provides general and financial resources management services;
3. Assists in the provision and maintenance of Office IT facilities and services;
4. Develops and implement a comprehensive human resource development program for regional personnel including selection, recruitment and other staff movement;
5. Takes charge of enforcement of employee discipline, strict observance of civil service law and rules, and conduct investigations on grievance and complaints against NRO personnel;
6. Conducts periodic appraisal of existing administrative operations and systems, work program and performance appraisal;
7. Facilitates the grant and extension of personnel benefits and welfare including Program on Awards and Incentive for Service Excellence (PRAISE);
8. Prepares and submit Office administrative reports, including performance appraisal reports, budget proposals, financial reports, supply and management report and other reports required by NEDA 9. 9. Central Office, CSC, COA, BIR and DBM;
10. Maintains close coordination with GSIS, PAG-IBIG, PHILHEALTH, CSC, BIR and other concerned agencies of the government;
11. Provides management and administrative support services to the Regional Development Council; and
12. Assists in the extension of technical assistance and capability-building activities of the RDC particularly related to administrative services.

FUNCTIONS OF DEVELOPMENT RESEARCH DIVISION (DRD)
1. Promotes the utilization of knowledge capital and other technologies to end-users;
2. Advocates, communicates and disseminates national and regional plans, policies, thrusts and priorities affecting regional development;
3. Coordinates the formulation of advocacy and communication plans and IEC materials with concerned agencies;
4. Establishes and maintains knowledge and productivity network with LGUs, RLAs, SUCs, and private sector;
5. Develops and maintains a system that will serve as repository of processed data and information including library services;
6. Maintains and updates the NRO and RDC webpages;
7. Provides technical assistance/services to line agencies, LGUs, NGOs, PSOs, SUCs and other regional bodies/entities on knowledge management;
8. Coordinates the formulation of policy studies and research agenda;
9. Coordinates statistical and information development activities;
10. Provides technical staff support for sensing changes in the macro and micro environments and for advising on actions needed to adapt strategically to these challenges; and
11. Provides technical support to the Regional Development Council.

FUNCTIONS OF PROJECT DEVELOPMENT INVESTMENT PROGRAMMING & BUDGETING DIVISION (PDIPBD)
1. Conducts investment programming and budget review and consultation;
2. Coordinates the identification of projects, preparation of integrated regional, sectoral development programs;
3. Evaluates project proposals and project studies that seek RDC endorsements and ICC approval;
4. Tracks status of programs/projects proposed in the agency budgets and renders periodic report to the Council;
5. Establishes and maintains the database of the programs and projects of the region;
6. Provides technical assistance/services to line agencies, LGUs, NGOs, PSOs, SUCs and other regional bodies/entities on programs/projects appraisal and investment promotion; and
7. Provide technical support to the Regional Development Council.

FUNCTIONS OF PROJECT MONITORING & EVALUATION DIVISION (PMED)
1. Undertakes project monitoring and evaluation and impact evaluation activities;
2. Undertakes field validation, project facilitation, and problem-solving sessions;
3. Prepares periodic monitoring reports on the status of development projects being implemented and completed by the concerned line agencies, LGUs, and SUCs;
4. Maintains a project monitoring and tracking system;
5. Provides technical assistance to line agencies, LGUs, NGOs, SUCs, and other regional bodies/entities on monitoring and evaluation; and
6. Provides technical support to the Regional Development Council.

FUNCTIONS OF POLICY FORMULATION AND PLANNING DIVISION (PFPD)
1. Coordinates the formulation and updating of all related planning documents such as the Regional Development Plan, and Regional Physical Framework Plan in coordination with all stakeholders;
2. Conducts and prepares periodic plan implementation assessment reports, regional economic situationer and other socio-economic reports;
3. Assists regional agencies and local government units and other development bodies in the region in plan formulation related activities;
4. Conducts policy reviews on regional socio-economic and physical development (in line with plan and policy formulation);
5. Provides technical assistance/services to line agencies, LGUs, NGOs, PSOs, SUCs, and other regional bodies/entities on plan and policy formulation; and
6. Provides technical support to the Regional Development Council.
