CL-RDC regional planning activities for 2017-2022 underway
The Central Luzon Regional Development Council (RDC) 3 is the primary institution in the region tasked to coordinate regional development efforts and set the economic and social development direction for the whole region. These strategies and plan of action are all contained in the Central Luzon Regional Development Plan (CL-RDP).
The RDP is a midterm plan coinciding with the term of the President and contains the development priorities for the next six years. The planning process starts with the issuance of the President of a memorandum circular directing the formulation of the Philippine Development Plan (PDP), of which the RDPs are an accompanying document.
Memorandum Circular No. 12 series of 2016 “Directing the Formulation of the Philippine Development Plan and the Public Investment Program for the Period 2017-2022” signed by the President on October 24 signaled the start of the nationwide planning activities.
In Central Luzon, the first regional public consultation workshop hosted by the RDC through the coordination of NEDA was conducted for two days on October 12-13, 2016. It was attended by about 200 participants coming from national government agencies, private sector, academe and civil society organizations. During the consultation workshop the current challenges hindering the realization of the development targets were discussed and at the same time possible strategies to address these were identified.
Following the consultation, the NEDA prepared the 1st draft of the RDP document as the technical secretariat of the RDC. The draft was presented to the Full Council for validation and adoption. (Carmela Anne Manalo, NEDA 3-PFPD)
