It’s been a while since the Central Luzon Regional Development Council (RDC 3) last worked with an Advisory Committee, not until Mayor Edgardo D. Pamintuan – the new Chairman of the Council thought of reactivating it. Executive Order 325, the law that created RDCs, provides that the Council shall create an Advisory Committee to advice, assist and support the Council in discharging its function. Same EO stipulates that the composition of the Advisory Committee shall include the members of the House of Representatives who have signified their intention to join and become members of the RDC.
On 10 March 2017 a roundtable meeting happened at the NEDA Regional Office 3 between officials of the RDC 3 led by Mayor Pamintuan, RDC 3 Vice-Chair Severino Santos and RDC 3 Secretary Agustin Mendoza, Governors Lilia Pineda of Pampanga and Susan Yap of Tarlac, and two members of the House of Representatives in the person of former President Gloria Macapagal-Arroyo – now representative of the 2nd District of Pampanga and Cong. Charlie Cojuangco of the 1st District of Tarlac. Others present were RDs Molano of DPWH 3, Daquiaoag of DILG 3 and Salon of DBM 3. The meeting serves as a prelude to the formal re-organization of the Advisory Committee on March 15 during the meeting of the Central Luzon Bloc in Congress. There is a short briefing on the functions of the Advisory Committee. Everyone agrees on the importance of having a common development agenda for the region.
Later in the meeting, the four elected officials i.e., Congw. GMA, Cong. Cojuangco, Govs. Pineda and Yap had the opportunity to interact with the regional directors on their ideas and concerns about priority activities for development of the region and how these can be supported by the legislature through the budgeting process.
