President Rodrigo Roa Duterte on 12 December 2016, appointed Angeles City Mayor Edgardo D. Pamintuan as the new Chairman of Central Luzon Regional Development Council (RDC 3) until June 2019. Mayor Pamintuan was sworn into office on 05 January 2017 by Regional Trial Court Executive Judge Omar T. Viola.

Prior to the appointment of Mayor Pamintuan as RDC Chairman, the Council already had two meetings during the last two quarters of 2016 signalling the start of the RDC’s 15th Session. These two meetings were presided by NEDA 3 Regional Director and RDC Vice Chairman Severino C. Santos.

On September 22, the RDC had its reconstitution meeting. It was in this meeting that the RDC endorsed the nominees for RDC Chair and Co-Chair.

The reconstitution meeting was well attended by 56 RDC Ex-Officio members. One of the highlights of the meeting was the confirmation of the new set of private sector representatives (PSRs). These 18 PSRs comprise one-fourth of the members of the fully constituted Council.

The Council also tackled updates on the K-to-12 implementation by DepEd 3; launching of the “Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Illegal na Droga” or MASA-MASID Campaign which is a barangay-based anti-criminality, anti-corruption and anti-illegal drug program by DILG 3; and presentation on 2017 National Expenditure Program by DBM 3.

On the other hand, the first regular full council meeting was conducted on 14 December 2016. Several infrastructure projects were endorsed by the Council such as the construction of Multipurpose/Emergency Evacuation Center projects of the DPWH in Pampanga and Zambales; and the proposed opening of the Sto. Tomas interchange of the North Luzon Expressway to the Manila North Tollways Corporation and the proposed construction of a bypass road connecting the proposed Sto. Tomas interchange to the Pasac-Culcul national road.

For her part, PopCom 3 Director Cura discussed the salient features of the 100 millionth Symbolic Pinoy program. RDC 3 Secretary Mendoza also presented the draft Central Luzon Regional Development Plan, 2017-2022.

With a new RDC 3 Chairman and a new development plan which is based on the region’s thrusts and priorities to work on, our long term vision “AmBisyon Natin 2040” will positively come to realization. What a good way to start the year 2017! (Ina Christia M. De Jesus and Yves Tristan R. Meneses, NEDA 3-DRD)
