The National Economic and Development Authority 3 (NEDA 3) and the Certeza Infosys Corporation (CIC) held the kick off meeting for the Impact Evaluation (IE) of the Subic-Clark-Tarlac Expressway (SCTEx) Project through virtual teleconferencing on 10 August 2020. An IE is a step to validate the attained outcomes identified in the ex-post evaluation earlier conducted for the project, if these were translated to impacts and if they were sustained.
Key participants to this meeting include Mayor Angela Garcia of the municipality of Dinalupihan, Bataan, other representatives of concerned Local Government Units (LGUs), officials from the Bases Conversion and Development Authority (BCDA), and RDC III private sector representatives (PSRs) on infrastructure development.
The event started with a welcome remark from NEDA 3 OIC Regional Director Agustin Mendoza followed by a project brief presentation of Ms. Rose Villar.
Mr. Cesar Umali Jr., the team leader of the CIC study team, presented the draft Inception Report of the project. It contained the methodology of the study, policies, conceptual and operational frameworks, and the limitation and risks of the project as well as the lockdown-sensitive implementation plan for the study.
During the open forum, issues and concerns raised by the LGUs include adverse consequences attributed to the project particularly expropriation procedure, and project’s social and environment effects, among others.
