RDC III approved the applications of five LGUs to be recipients of the Central Luzon share of Energy Regulations No. 1-94 fund during its full council meeting on 03 March 2022.  

The municipalities of Samal in Bataan, Sta. Rita and Sto. Tomas in Pampanga, Anao in Tarlac, and Quezon in Nueva Ecija proposed  projects to fight COVID-19.  Among the projects proposed are: i) procurement of RT-PCR test kits; ii) enhancement of contact tracing activities; and, iii) strengthening of health emergency response against COVID-19.

Host communities get a share of one centavo for every kilowatt-hour (P0.01/kWh) generated by power plants operating in their areas.  In April 2020, with the outbreak of COVID-19 pandemic, the DOE issued Circular No. DC 2020-04-008, which rationalized the use of ER 1-94 funds to help LGUs respond to COVID-19 public health emergencies.

RDC III in December 2021 approved the first batch of LGU recipients consisting of Pura and San Clemente in Tarlac, Abucay and Morong in Bataan, and San Narciso, San Felipe in Zambales and Science City of Muñoz, Nueva Ecija.
