The Philippine Statistics Authority (PSA) Region 3 conducted a technical training on Water Flow Accounting last March 8 – 9, 2022 at Best Western hotel, Angeles City, Pampanga. This was attended by NEDA 3 Lea C. Hernandez and Pampanga River Basin Committee staff Roi Francis A. Sagum.
Water flow accounting is a tool that can help in crafting policies on managing water resources. The System of Environment-Economic Accounting 2012 is the main framework used for water flow accounts as it shows the interaction between the economy and the environment. To adequately monitor and balance the supply and demand for water, the physical use, and supply tables were introduced by the PSA – Environment and Natural Resources Accounts Division. The tables were used to identify the amount of abstracted water from various water sources, such as surface water and groundwater, where and how they are used in the economy, and how much goes back to the environment.
One of the problems identified during the workshop is the lack of relevant data to accomplish the water flow accounts. To address this, the PSA Region 3 proposed the creation of a Technical Working Group tasked to identify and gather missing data to be used for the water flow accounts of the region. Once accomplished and organized, the water flow accounts can be used to be more precise on gauging, managing, and developing the water resources of the region.
The NEDA 3 participants were also able to share their learning from the training through an echo session on March 14, 2022.
